Roo Code (v3.51+) is an open-source AI coding assistant VS Code extension forked from Cline, now with a CLI. It supports AGENTS.md and AGENTS.local.md at the workspace root, a hierarchical rules system with .roo/rules/ directories, mode-specific rules, and configurable custom modes via .roomodes. Rules load recursively in alphabetical order by filename.
